1.0 Purpose of the Report 1.1 To provide County Council with details of reports received, decisions made and recommendations to County Council by the Executive since the last meeting of the County Council on 17 February 2021.

2.0 Details of meetings
2.1 The following sections provide details of decisions made and recommendations to County Council by the Executive since the last meeting of the County Council on 17 February 2021. The meetings were held on the following dates: 16 February 2021; 9 March 2021 (Q3 Performance Monitoring and Budget); and 23 March 2021. The meeting scheduled for 20 April 2021 was cancelled.

2.2 16 February 2021 Executive Meeting
The Executive met on Tuesday 16 February 2021. It was a live broadcast meeting using MS Teams and OBS software. County Councillor Carl Les in the Chair. County Councillors Gareth Dadd, David Chance, Caroline Dickinson, Michael Harrison, Andrew Lee, Don Mackenzie, Patrick Mulligan, Janet Sanderson and Greg White.
In attendance: County Councillor Paul Haslam.
Apologies: none received.
Substantive agenda items were:

· Special Schools Budget 2021-2022
· Lowering the Age Range of Stillington County Primary School
· Winding-up of SJB Recycling Ltd
· Review of Traded Services in Education and Skills due to Covid-19

2.3 9 March 2021 Executive (Q3 Performance Monitoring and Budget) Meeting

2.4 23 March 2021 Executive Meeting
The Executive met on Tuesday 23 March 2021. It was a live broadcast meeting using MS Teams and OBS software. County Councillor Carl Les in the Chair. 3.0 Formal meetings of the authority’s committees from 7 May 2021 onwards
The current regulations enabling the holding of remote access meetings lapse on 7 May 2021. The Executive has not been able to meet and consider how to hold the formal meetings the authority’s committees, from 7 May 2021 onwards. As such, the Leader agreed to urgently recommend to full Council, under his urgency powers in para 14 of the Executive Members’ Delegation Scheme, a proposal for how formal committee meetings could be held.

4.0 Recommendations by Executive for approval/information at County Council
The following recommendations were made by Executive at the above meetings for approval and/or information at County Council:
4.1 Appointment to Committees and Other Bodies
This item was considered at Executive on 9 March 2021, where Executive was asked to recommend to County Council for approval, the appointment of Ashley Green to the North Yorkshire Health and Wellbeing Board as the deputy representative for Healthwatch North Yorkshire.
The Executive RECOMMENDS:

That the appointment of Ashley Green, as the nominated deputy representative for Healthwatch North Yorkshire, on the North Yorkshire Health and Wellbeing Board be approved.
